The simplest explanation for why they used 137 cubits is that was the natural length of the yardang from which the Sphinx was carved. That it turned out to be 137 was a coincidence - there is no significance to this number. Khafre carved the Sphinx, and he made the dimensions of his pyramids multiples of the Sphinx's length.
