I am sure we can look up when the 360° was invented, and who was using it. 12 was used a lot, even now with zodiac, although also the 24 right ascensions.
Otherwise tales were told a lot. And maybe they had some markings in bones. Things have been found by archaeologists.

If people lived in places where it did no rain all the tim(!) there was a better chance of them remembering the sky.
