No, the probability of it happening is completely unknown. We have no way of assigning probabilities to "laws of another universe". Whatever existed, or exists, outside this universe is unknowable to us. You cannot take a void and invent a statistic to fill it. That is just recasting the old theological ex nihilo creation, sort of like Marx recasting the religious apocalyptic model of history into a political model.
