I think this has to be the strongest argument for the skeptics, - because that's where most of the hoaxers live - but all things considered I don't think it holds up and leaves out too many things.
Why England then?
My conjecture is that it might have something to do with the way the Industrial Revolution came to be. I personally believe that the inspirations that led the IR were the result of guidance, where thinkers in England and then the US were made privy to certain technological ideas which they could then develop in relative autonomy thanks to their geographical position, being isolated by oceans and (in the case of Britain) fortified with the best navy.
If there is any merit to this idea, then it seems that the ETs, who coaxed the Brits and then the Yanks into the IR, did so in such a way that they were working within the boundaries of the larger human community - allowing certain ideas to germinate, then grow, until the time was ripe for the ensuing technologies to proliferate globally.
Relative to other cultures, I find the British to be more curious on the whole. There seems to be something in the UK - from my outsider's point of view anyway - where alternative thinkers are tolerated and allowed to pursue ideas that have nothing to do with the mainstream consumer values. Beyond this there are some damned good thinkers over their leading the charge in this alternative realms.
Perhaps the ETs target the UK because they know that their work (the CCs) will receive more serious treatment than it might in other countries, by this measure of tolerance for a serious discussion of alternative ideas. When I think of the CCs, and their limited application in the context of possibly being evidence of ETs, I must conclude that the ETs, through CCs, are at this point only willing to 'infer' their existence and interaction with humanity - that is, a strategy that is well short of a 'direct encounter'. Inferential evidence requires serious attention and analysis, no shortcuts for lazier, more superficial approaches. If they are trying to 'infer' their existence, then what better place to do that than in a society where serious thinkers are able to assess the evidence, give it the reasoned attention that it deserves, and show why, there are very solid grounds to 'infer' ET interaction? All the more so in a country that is relative small, where most investigators can get to the evidence in a short period of time?
