Are'nt frequencies only measured in time because it is a practical way of measuring them as well as possibly because we exist in time or experience it at passage. In the application of our second to measure frequency it is a manmade fabricated alottement used to measure a vibration in order to catigorize and keep tabs on it. A table would be bound with measurements and a frequency would be bound by it's composition as well but to say that frequency is bound by time seems like saying that the table is bound by the inch. Something can't be bound by perception; only by existance.
This is'nt to say that time is an illusion or perception per say, just that it is measured in an incriment devised; outside of what time is itself; much like the way that anything has a name Symbiotically all earth realmy things exist because of what time is but if a certain level of independance (or individuality) did'nt exist within this coexistance their would be nothing. Frequencies are independant of each other and of time because something does not have to be observed or recorded in order to be; the alottement in time being the record and when all frequencies are a part of the same 'matter-stream' as an existance within space time does'nt really seem the factor when along with the former both exist within space. In a way time as the alottement and passage only exists with a point of reference/origin, to transfer ours onto the existance of frequency for the sake of providing boundness is backwards as when to know the source of the existance of that which is the fabric of frequency overall (not what's transmitted on) is to know what frequency is bound with.
