We all do it. Sometimes it is something we might not articulate well, but someone else has done so and we adopt it. Other times it is an attractive notion which we have never thought and then take upon ourselves to say because it is controversial or emotionally stirring or gives us a certain air. Of course, sometimes the slogan contains a truth and is a appealing on that basis.
Another thing that might be somewhat related is something politicians do a great deal. They might say, "I want this to happen...xxxx" (whatever it might be). But xxxx is always something desirable because it appeals to the desire for perfection. On political debate shows on TV it is extremely common, and I've never seen a politician or commentator booed or receive murmurs from the audience for it. Usually a round of applause is what they get. Yet, they never actually say anything about how it would be achieved. It just renders them some favour with the audience, and they never actually have to do anything.
