Once more, Malcolm, I agree that "greed, anger and delusion" actually are the three "badies" in human consciousness.
Greed, because, at the root, a person feels unwell WITHOUT all of the "contentments" in life. If one is starving, how long before one moves over into "anger" that rebels against Society. Sadly, this happens often in weak countries that their leaders allow to happen, and such actions could otherwise be the impetus to actually be bought or sanctioned over to a more responsible leadership!!! Maybe the stronger countries should stop inculcating weaker countries and invite those countries to join with the stronger countries for common cause.
Anyways, the loss of protective and proper government in those countries could lead directly to delusions. These delusions may be "self-governing" while their people suffer lack and/or abuse from the leadership. The delusion that leaders often step into are unrecognizable "equality", the pure form that is available, and because it is one of the most difficult concepts to adhere to. Weaker countries are so unequal between leadership and citizenry.
Also, the kind of monarchical leadership has been seen to fail when one leader misbehaves toward their citizens. Abuse is the end result.
What others don't have also makes those citizens delusional about their survival in such an abusive government.

You should dissolve all discrimination of individuality and absorb all things into a harmonious oneness.
The virtue of a highly evolved being embraces all people and things and dispels the darkness which isolates them.
Hua Hu Ching-primary lesson.
