I suspect you see it as Tom Kuhn corrected and replaced Whig. But I'd suggest the best chance for progress is a healthy balance between the two, and the state of the peer review system today is a result of far too much emphasis on the Kuhn approach which, as a sole approach, is destined to fail as an overly linear approach to what today demands a multi disciplined lateral view for true comprehension.
