I really don't know what you're talking about with this distinction--and I haven't found it in published experimental scientific studies--or doctoral dissertations.
I have seen "theory" used without direct connection to experimental data many times. In this more informal sense, one could have a theory of almost anything.
Maybe that's where your distinctions are coming from.
