The first official scramjet engine was delivered in 1998 for flight testing in existing NASA aircraft. In my opinion. any massive leap in extreme high performance - high velocity engine technology will be synonymous with opening up orbital space up to private enterprise.
Perhaps, having seen complete apathy from business in hellping fund the space program, channelling tax $ away from projects may be doing the space program a huge favour in persuading private capital into development and funding of parts of the space progamme. If the technology is imminent, and conditions are favourable for start-up companies, maybe we are looking at a new era in the opening up of space free of the crippling subsidies and support given by central government.
