Yes. There is no good evidence for a rapid shift. A sudden rapid shift is possible, but if it has occurred it is not likely to have happened for a long time. As for how a rapid shift could occur: if a large enough meteor (like, really big) struck the Earth at an angle with a high enough velocity, a larger (maybe a degree or two of arc) true polar wander could occur, and quite quickly. The Chicxulub impactor would be a hypothetical candidate. If that impactor was at the high end of the estimated size and moving quite fast, AND striking at an angle rather than straight in, it might have done so. But of course, we don't know if it did. It might not have. And that was 65 million years ago.
