This would be the perfect time to do it. Shock and awe. We've been lied to, gaslit and psychologically tortured for the last 4 years and our defenses are low. The collective reaction would probably be, "ET? That's nice. Next crisis."
I think they're worried we'll know they know all about it, but UFOs are so technologically superior there's nothing they can do about it.
I absolutely agree that if we had that technology we'd have used it by now. We've been at near-constant war for 80 years. I have no doubt that some sightings are our experimental craft, but nowhere near all. Not a chance.
Disclosure may be the one thing that gets us to clean up our act. What thinking being would want us running around the galaxy? I wouldn't.
