But to elaborate on why we have so many...you have to understand that this is our first rodeo with mail in ballots. When ballot applications for the primary came in the spring (you had to request one), people checked the box that said "check here if you want further ballots sent to you automatically". When they received their general election ballot, people thought they hadn't applied for one, or forgot they checked that box, and threw them out. So when they went to vote, if they didn't take that mail in with them to be voided, they had to vote provisionally. There are other reasons people are given provisional votes (like no ID for first time voters, voting in the wrong district, uncertainty over whether someone is actually registered to vote, etc.) but that little check box caused a lot of confusion. I couldn't remember myself if I'd checked it in the spring, so I applied for (and received) my general ballot.
