Its suppose to be above party politics but its a political action and yes protocols are important. What we see is this is a party political action in which protocols haven't been followed. Yes Nancy had leeway but she went to far and if the repos decide to draw this out so the judicial is allowed to rule we will see rules established which could prevent this in the future. But I don't believe this is going to happen because many in Congress don't want the judicial weakening impeachment powers. My take is Nancy is shrewd and knowing this took advantage of this knowledge. From what we see up to now it was strictly theater in hope of gaining public support using the media. This hasn't helped her or her party because it failed. She met someone shrewder.
