It's the collective "We" almost an absolute, the "I speak for all" not often used, except as Warwick says, royalty.
The one non-royal that famously used it in the late 80s to say "We are a grandmother" was Margaret Thatcher,
It's still quoted and was used as an example of the dislike the Queen and Thatcher had for each other.
