Technically Trump is correct. The question now is can the declining trend continue? The source addresses this question from a economist perspective. But what it omits is Trump as a business person realizes price is more than just the monetary value in money paid for a product.
He realizes that changing market conditions,competition,trade, risk considerations, input cost,etc. can effect pricing.
