Two hypotheses I've read that are:
1. The original builders assigned different work crews a different segment of casing stones to finish but they never got around to completing the job.
2. The original structure was rough all around, but after the outer shell collapsed, there were subsequent attempts to finish the "new" outer layer, but eventually gave up after trying a few different strategies, leaving the remaining segments of casing stones in the rough. No idea how much time passed until such attempts commenced after the apparent collapse of the outer shell.
