AM: There's some confusion in images here. Where did you get that image from Scott? Because below is what was printed in Perring's book, digitalized by Univeritats-Bibliothek Heidelberg. It has the 2 dots.
SC: Well this mystery ever deepens. The image I posted was uploaded originally (I believe) by Jon Bodsworth who used to post here quite regularly. It is from Vyse's 'Operations' Vol 1, p. 279. This is Mr Perring's drawing in Vyse's book so I don't understand why Perring made two different drawings--one with the two dots (in his own book) and one without (in Vyse's book). Very odd.
EDIT to add: Perring's book was published in 1839, a year before Vyse's first volume of 'Operations' was published. So, Perring publishes a Khufu cartouche with 2 dots below the snake glyph in 1839, and then Vyse produces a Perring drawing of the Khufu cartouche without the dots in his own book a year later in 1840.
