Compare the lower image Flowing, undulating surface with the fractured, faceted surface of the two upper images.
The lower image looks like thickly applied gypsum plaster. Complete with runs and sags.

I say its plaster thickly applied to the centre of the block thinning out toward the edge joint and thick again at the joint.
It's gypsum plaster render applied to even out the uneven surface of the installed blocks.
I suspect that the blocks are not Tura but are in fact Brown Giza Limestone.
Tura being too soft for a load bearing application.
The underlying brown limestone can be seen leaching through the white gypsum plaster.
