I find it suspicious that your feature closely parallels the banks of the Spokane River. This and the already mentioned history of industrial development along it suggests the hypothesis that your feature might be the historic foundations of a large bulkhead that once protected the banks and infrastructure built upon it from erosion during Spring floods. To help test this and your other hypotheses, try contacting either the Spokane City/County Historic Preservation Office, the Spokane Historic Landmarks Commission, Hillyard Heritage Museum Society, Association for Washington Archaeology, or some combination of these to see if there has been any archaeological research on this part of the Spokane River. Look for "cultural resource magament" reports written for Riverfront Park in Spokane. They should contain detailed information and summaries about the history that part of the Spokane River.
