By comparison the E2 casing is very rough and unfinished. The E1 would be the tower core casing which the E2 casing, a misnomer I think as there really was no "E2", could be a curb of some sort like you say or possibly casing for the lower platform that was never finished for some reason. Regardless, if part of a single project to build a pyramid neither would be there.
