By all accounts, Gobekli Tepe (as an example) was planned and constructed by hunter gatherers with stone tools. The fact that they had the technology, the resources and manpower to not only plan such a complex but to execute those plans tells me that there must have been a high degree of sophistication, unity and cohesiveness in their culture; i.e., civilization. Just because our word derives from "city" doesn't mean it happened that way. Structures like Gobekli Tepe laid the foundation for cities to arise--not the other way around.
So again, if you have a point, make it.
