I agree that the DNA crystal dipole coil can be influenced by external energy fields, but I'm mostly familiar with electromagnetic coupling, not just electrical coupling, in such a paradigm. But I'm certainly willing to learn...

DNA not only represents a complex system of software code, it also has the capability of self-modifying code, replication of code, recombining with a necessary code complement from other organisms' compatible software, random (stochastic?) modifications which depend on the population distribution for species survival, and RAID mirror redundancy that allows for self-repair. An extremely sophisticated, complex, and robust software system.
I can agree that, at least in 'theory', everything can be described in terms of the information it holds, but things that contain information also are manifested physically, so we can't discount the fact that they took on a physical form. It's like trying to define voltage without resistance and current -- they're all facets of the same stone, one parameter is literally defined by the others.
So, what is an electric universe without mass, gravity, magnetism, etc.?

Why focus on whether the organism is "conscious" vs. other manifestations of information? How can you be sure that the information manifested in all carbon based life doesn't morph to another state?

I think such interventions can just as likely (if not more so) have a deleterious effect. It's a matter of how such effects affect the entire population. I don't think it's a disadvantage to Nature that its biomes experience collateral damage with each normal distribution it creates.

When discussing ancient civilizations, we normally talk about humans and don't put much emphasis on whether other intelligent species (hominid or not) may have come and gone in the distant past. But I'm not sure why there's so much focus on consciousness. I, for one, don't consider consciousness to be any better than any other form of intelligent activity. You don't have to be conscious to seek successful solutions and solve problems in the world around us. I consider consciousness to be a fabricated contrivance of mankind to explain the "voices in our head". But I don't really think consciousness gives us an edge over the rest of the animal kingdom. Look at how many humans get killed by coastal tsunami floods while the animals all head for the hills long before the wave strikes the shoreline.
One could actually argue that consciousness is a post-hoc, kludge by Nature to help us survive amidst the surrounding innate intelligence of much of the animal world (and don't get me started on plants).
How can any of us ever know, when all we can do is think?
