Except for a few, all pharaohs from the 3rd Dynasty onward are attributed with having built or started to build pyramids. There are several extremely large mastabas built before Shepseskaf, yet none have been positively attributed to anyone let alone a pharaoh. Even the attribution of this mastaba to Shepseskaf is weak. If this interests you just look at mastabas before Shepseskaf in general.
