I don't believe there is much correlation between the importance of an idea and its cleverness. Some tiny little incremental ideas can be huge toward creating progress and some of the most important ideas have had a rather muted effect and are not apparent. There's not even much correlation between the importance of an idea and the "amount" of genius it entailed.
Genius is relative but to a large extent it's unscalable. It always has far more to do with what already existed than with "intelligence" or the ability to think or extrapolate.
