Certainly siting was an issue and they had a highly limited number of sites they could build. This is evidenced by the fact that G1 itself sits precariously on an unstable cliff. The weight that can be supported by this cliff is estimated at only five times the weight of G1.
But they did have some control over where the geysers were sited. Water was percolating and spurting out of the ground in numerous places in this region (land of rainbows). In order to get a source with sufficient power and altitude they had to drill down into one of the "eyes of horus" but they also used a mixture of mud and straw to seal up all the small leaks in the area.
If the geysers hadn't dried up after G2 completion they'd have probably made more and even larger pyramids.
