I think it could be some sort of display pedestal. I've used something similar in my work to bottom-light glass orbs. The indentations allow the rounded bottoms something to sit in (like Chinese checkers) while the holes allow light from beneath to penetrate. It looks like a candle or lamp would fit underneath just fine.
