If the front fontanelle is closed, which happens in the 2nd year, there would be teeth. There's a big difference between fetus and a 2 yr old, and I would think a doctor would be able to tell the difference. Hell even I could tell the difference. And like you say, I don't see how you could tell if it's closed. The size of the skeleton would be a dead give-away.
