Of course they retain the right. Do you think they would openly forfeit having any say in what's published in their journal? Do you think they would accept you as a reviewer for a C14 paper?
Where do you get this stuff?
I'm guessing you've never published anything that requires peer-review. At least not in the quantitative sciences. Perhaps "peer review" has a different definition among Egyptologists. Have they changed their review standards since the days of Reisner?
