Who said anything about them being good at it?

What exactly is such a "programme" that would require solutions entailed in building the pyramids in the first place?
I was under the impression that the Old Kingdom repairs consisted of little more than the pouring of cement/plaster/glue
and minor block work.

Where? Do you mean granite cladding or skin repairs?
Old Kingdom masons would probably have had the ability to re-purpose and recycle existing granite blocks.
They would have been foolish not to.
