Higher entities in the inner realms--or beyond--don't need to take a birth--they know exactly what is going on, and can see whatever they wish to see.
If they take a birth it's because they need to burn through some karma and/or they make the sacrifice of taking the human form in order to help raise the consciousness of the planet and help alleviate the suffering that we see every day. From the state where they were, to where they land is quite a drop off. Ever see a baby laughing as it comes out of the womb?

There are many levels, but there is only one God. It is for us to merge into That, become That.
