I studied the Rodney King riot as part of a two day workshop--and met participants as well as several who published on the incident. The looters are built into the community--they loot all the time--

I was part of a workshop that examined the riot in detail, and part of a group that has et ever since to promote communication between races--especially Blacks and Koreans. This reminds me of the response to the march on Washington after the assassination of Martin Luther King. Ray

and I'm sure they are being made, Allan, but even if the alternate analysis you provide is correct, it's almost a license to kill for a police officer who shows bad judgement. A huge percentage of encounters a police officer has will be with physically and psychologically damaged people. The physical response of the police officer should have been corrected long before he killed someone. R
