Information theory allows for both "lossless" and "lossy" transformations, and it might be possible, in principle to transform base 4 information in a "lossless" manner. Whether the information processing algorithms would still function in a similar manner would be the next question. Analog to digital transformations are known to be "lossy", but the resulting digital files can then be transformed in a "lossless" manner.

If you wish, you could maintain that there is a Plank scale digital foundation that transforms in a lossless manner to analog forms, but you would need to explain how those lossless transformation takes place, wouldn't you?
