I'm not sure it qualifies as a civilization but there are a number of middle Paleolithic shelters utilizing boulders. The oldest is Terra Amata, France, another on a hillside near Chichubu, Japan, and Bilzingsleben, Germany. The latter consisting of 3 huts 9-13 feet across with stone and bone foundations, dated 350,000. Mary Leakey found a 12 foot diameter circle of stones at Olduvai dating to 1.8 MYA which with other evidence she believed to be hut. A similar one was found at Melka Konture in Ethiopia. Helmut Ziegert reported another such site at Lake Fezzan in Southwest Libya. Previously, stone hut foundations thought to be constructions of the ancestral Bushmen were dated to 10,000-15, 000 years and believed to be the oldest in South Africa. I'm sure Michael can add more details to that as it came from a Wittwatersrand professor. The settled Homo Erectus sites are, needless to say, hotly debated but there are now enough of them to bear mainstream consideration.
