Words have denotations, literal references, and words have connotations, informal associations. While a 'conspiracy theory' in the simplest sense means nothing more than a suggestion that some people got together and plotted something, real-world use has accumulated some additional meanings. (The wiki article is quite good in this case.) The phrase dates back more than a century, but seems to have gotten its additional layer of meaning after the assassination of President Kennedy. People who thought the claims that more people than Lee Harvey Oswald himself were involved started referring to the claims as "conspiracy theories" and your choice of phrase -- "an allegation that isn't credible" -- seems a pretty good capture of the meaning. After that, the additional meaning was readily available when all sorts of other wild claims began to appear, like the claims that UFOs were a sign of genuine aliens visiting Earth and it was being covered up. Over time it seems to have broadened to cover any sort world-view that seems paranoid, like Davide Icke's inter-dimensional shape-shifting lizard-people.
