How could a relatively small planet so far from the sun have any effect on solar flares? What physical processes are involved?

And any body with an eliptical orbit bringing it close to the Earth would do far more than perturb the orbits of Neptune and Uranus.

Either a) it would disturb the orbits of all the other planets or, more likely b) it would either have been expelled from the solar system or confined to a more circluar orbit many thousands of millions of years ago.

Can anyone come up with a convincing - science based - theory as to why it has maintained an eliptical orbit? Or, for that matter, how any carbon based life evolved on the planet, let alone developed sentience!
