The thing is, to claim that ANYTHING is only 10% (or any percent), you must first be able to measure the full capacity. No study, that I am aware of, has ever been able to say - yeah, we only use 10% because our capacity is 100% and here is why.

I believe this can be classified as urban rumor. Anyone who wishes to post a link to a definitive scientific study that shows why and how come we only use X percent of our brain is free to do so. I have never seen one and would be happy to read one.
