It depends on the nature of the thought, as to whether or not it creates karma. We are now talking about that 3rd type of karma I listed--"C".
It is really attachment that creates karma, and thought is just part of that attachment. It's not THE attachement...
When we desire, we are thinking--but it's not the thinking per se, but what we are feeling and wanting. A woman, money, power, addictive drugs--all these produce powerful pulls that bring us back. Jesus said something about "he who looks at a woman with lust, it's as if he committed adultery"...something like that. "Sin" is anything that separates us from God, and a powerful desire or pull brings us back to another birth to fullfill that desire, and that is tantamount to more separation.

The truth is that we do not awaken this spiritual longing and desire to seek. It is awakened for us by Spirit, by Shabd. It's grace. And most of the world does not experience it in sufficient amount to cause them to act on it. But the ratio is changing in the direction of more people being blessed with spiritual longing--it's part of changes of the millennium.

Karma is different for every soul. For example, not every soul is destined to take human form--ever. There is no norm that I'm aware of. The ones who do plunge into the physical must firsgo through the plant and animal forms before gaining the human form. What we do with our free will--apparent free will--varies from soul to soul, and no two are alike. There are commonalities, there is the karma of tribes, nations, planets, families, groups, etc.
Here's the deal on addiction: It is misdirected longing. The mind wants and wants--but it wants the wrong things because it is dominated by the senses. It seeks satisfaction--satiation, really. It seeks to stroke the ego,
give it what it wants. And when it gets what it wants, it immediately starts wanting the next thing... The kundalini never rises high enough--in most people--for it's proper purpose to be fully implemented. The downward pulls out-weigh the spiritual pulls. The mission of the true Adept is to reverse this situation, to pull the seeker up to the eye-center, where the mind and soul are knotted, and to untie that knot.(metaphorically), or blast through it... For this to happen, the love must be very powerful to pull the kundalini--or cause it to rise--above the heart chakra (romantic love) , and up the eye-center.
