Doc, Max Scheler, a German philosopher said much the same thing. He said since a child has few memories, the mind is full of building new memories, and that is time consuming. And an old mind is full of old memories crowding out the perception of new ones.

But that is a view from the outside. This article is about how things work within the mind/brain. I think both views are relatively relevant!
