Surely you've had a nail in your tire at least once? In mathematics a tangent is vertically away from a circle 90 degrees from the edge of a circle. Here is an "O" (circle). Here is a tangent nail "|". Combine the two images and you get an "|" inserted into an "O". THE TANGENT IS NOT PART OF THE "O" (CIRCLE).
It was an analogy of not belonging to the circle because it is away from the edge of the circle. A tangent is not part of the circle. It is an analogy of [not belonging] by use of a mathematical diagram (image in the mind).
