The dog and the coyote are enemies, but each puts on their pants the same way every morning. Their inter-harmoniousness is true to the best of their ability, and get paid for doing it. Their "job" is to oust one another: The dog or the clock always wins. Too bad for the coyote, a paid employee with no success against the dog.
The inter-harmoniousness takes all at face value and makes a new story of endless possibilities, just like the cartoon implies.
