Depends on your definition of "short notice". Of course if we see something just a few days out, we don't have any technology to get to it fast enough.

But, the one from a few days ago was only a football field or two across. We might have destroyed it with nuclear weapons if we had launchers powerful enough. We could develop launchers powerful enough. A shower of smaller fragments would be far more likely to burn up in the atmosphere.

Larger asteroids do present a much larger problem, which is why we need to be searching for them now. Even if we hit one of the big ones with nuclear weapons, the fragments would still probably be big enough to hit the surface of Earth, turning a single bullet into a shotgun blast. Not good. But space is frictionless. We could send out a probe/ship with a thruster that could move such an asteroid many miles off its threatening course in a relatively short time. If we have the advance notice to send out the device, because that method would take years to reach its destination.
