Generally there was ice and frost there when the animals or people died, and that's why they were preserved. Things are currently warming up, and some ice is melting, but that's only relative to the last few thousand years. Mammoths found in the permafrost, for example, often have broken legs, as if they fell into a crevasse in a glacier, or their lungs are full of silt, as if they were drowned in a huge (probably glacial meltwater) flood. More than a few scientists are hoping that at least a few Neaderthals were preserved as well as the mammoths we have been finding.

How recent do you want to use as the baseline for "normal" conditions? We are currently in an interglacial period, but the Earth is technically in an Ice Age right now. Ice caps are not the norm over the long-term history for Earth. Two things have happened to cause the current prevalence of ice. First, a continent has slid onto the southern pole, allowing ice to accumulate, and second other continents have formed a ring around the northern pole, preventing ocean currents from redistributing heat efficiently and allowing ice to accumulate at the north pole. This current ice age began approximately in the last 3 million years, not the last few thousand years. It looks like it will continue for millions more years. But there will continue to be variations in the amount of ice.
