The sunspots are a feed in of charge (or point to more/extra charge coming in), i guess we have less from the galactic center at the moment, this cause the Sun to shine evenly and calmly. The ionosphere does indeed rely on the solar charge (and galactic) to more act like a mirror, because with the extra charge it becomes more ionized (more plasma) that reflects/bounces the shortwave.

The 11 year cycle is tied to orbital period of Jupiter, so it is still there, but the galactic charge is important too.
