They usually do. The waste water is the left over part that recycling cannot clean. Obviously when waste water can be cleaned and recycled, it can be reused. For oil and gas industry, they often use evaporation and get about 55% of the water back that way. Further processing produces useful salt. However the last 10% is radioactive and so must be injected in deep wells (way, way below the drinking water table).

For municipal water treatment, unless reverse osmosis is part of the process, conventional waste water recycling does not effectively remove pharmaceuticals and estrogen. The estrogen is introduced from the urine of women on birth control pills.
