I can't help but think that the problems here are more practical and technical than social bias--but I could be wrong. Facial recognition is highly contrast dependent, and contrast ranges are depressed for darker skinned individuals. Gender differences may be typically be related to directly or indirectly to hair and hair color.
Where social stereotyping might be involved, is when one biases the recognition search in favor of a socio ethnic group.
