I agree. I was leaving that aside in order to make the point that it's bad policy even if one feels it's justified. Two decades ago Chomsky made the convincing argument that the US defined terrorism as the 10-15% of such activities worldwide that it or it's client states were not responsible for. He further said that the unwritten law of international relations is that no country has the right to defend itself against US agression. I don't see those statements as any less true today.
