Pati,

<The speech, wrote Peter Riddell, a sober columnist for the London Times, "signaled the most far-reaching shift in American foreign policy for more than 50 years.">

A few months ago I saw an interview with author James Carroll concerning the political dynamics of his family. He spoke of how his experience as an ex-priest and anti- Vietnam War activist had compared with his father's role as a Pentagon strategist and his brother's Naval Intelligence activities during the same period. Anyway he mentioned that for the last few decades there has been a debate within the Pentagon regarding the pre-emptive strike policy. Up till now the resolution has been that the very idea of making pre-emptive strikes was singularly un-American and beyond the pale. He noted however that recently the balance of power has shifted toward those elements in the military that have long advocated for such a policy and with the executive branch on board there was a real danger that this very dangerous precedent would be adopted.
