Make it mandatory for insurance companies to offer it, and make it mandatory for owners to insure them. Failure to report a stolen weapon should be a felony, especially if that gun was used in the commission of a crime. If you lie about owning one, then it's insurance fraud.
And then tie it all to credit scores the way they do other insurance and raise rates accordingly. You might have the right to bear arms, but there's nothing in the Constitution that says anyone has to make it easy for you.
Edit: Same provisions apply for renters and renters insurance. If I'm a landlord, I'd ask whether a potential tenant has weapons. If they do, you can either deny them or make them disclose the serial # and type of weapon. When I rented, I had to include the make, model and license plate of my car. You can damned well do the same for a gun. You can also stipulate that if a gun is involved in ANY incident on the landlord's property it results in immediate eviction.
