No, the 10th District will look into the complaints of misconduct against Kavanaugh. Big difference.
Because of the unique nature of Kavanaughs hearings with all the unsupported allegations and the demo produced circus atmosphere its prudent for Roberts to allow the 10th District to review the complaints since the court knows the demo strategy will almost assuredly produce further action. So any complaint which has any supporting evidence was probably passed on to the 10th District for review wanting to dot all the i's and cross all the T's in case of probable impeachment action against Kavanaugh by the demos.
